- Combine rice, milk, sugar, and salt in a saucepan.
- Simmer over low heat for 20–25 minutes.
- Whisk eggs and cream in a bowl.
- Temper eggs using 1 cup hot rice mixture.
- Return egg mixture to saucepan.
- Cook 5–8 minutes, stirring constantly.
- Remove from heat.
- Stir in vanilla, cinnamon, nutmeg, and raisins.
- Let rest for 10 minutes.
- Serve warm or chilled.
